You cannot import policies either XML or binary through the webui, but tmsh import works. When using the GUI you select the file and it gets stuck on "verifying". The issue occurs only in when uploading using Internet Explorer.
You cannot import any policy from the GUI.

Other browsers such as FireFox or Chrome work.
You can now import policies (XML and binary) using the Configuration utility in addition to the command line.
