Version 12.1.0 software shipped only with residential Behavioral DoS (BADoS), in which the number of attached DoS profiles with 'behavioral enabled' is limited to two virtual servers. Before upgrading from the v12.0.0 containing the early access BADoS feature, make sure that BADoS is configured on a maximum of two virtual servers, or upgrade fails.
