This is expected behavior in Azure. The removal of the udev rule /lib/udev/rules.d/75-persistent-net-generator.rules is done by waagent (shipped by Microsoft). The reason for removal is to avoid clashes between the rules and operation of waagent.
Extra error from running sys-icheck tool. Functionality is not affected.
