If a profile is assigned to a user-defined partition, it is not possible to add users to User Enforcement list. Also, if a user-defined partition is selected, the GUI will not display a message if a there are available signatures/engine updates.
You are unable to manage the profile in the user-defined partition.
Provision and license FPS. Create user-defined partition.
Use tmsh to add users.
Users can be added to User Enforcement list and a message will be displayed if a new update is available.
