When a dynamic policy is configured so that the max-user-rate setting of the dynamic policy is not maxed out, jitter will be high when traffic only passes through the category which is configured lower than the max-user-rate.

High jitter.

This occurs under the following conditions: - Dynamic policy configured with category rate lower than max-user-rate. - Traffic only passes through the category and not through the instance.

You can use any of the following workarounds: -- Pass traffic through instance along with traffic through category. -- Pass enough traffic through multiple category to max out max-user-rate. -- Configure category at 100% of max-user-rate.
