Cannot create Address List when AFM is unprovisioned.

Provision AFM via GUI or TMSH.
The URL paths used to refer address-lists and port-lists via REST API is based on the provisioning on the device. For LTM and DoS, the GUI uses the '/net' path reference, and uses the /security path otherwise.
