User is unable to select a specific Packet type and the transfer buttons are disabled
If vector is not enabled, User needs two steps to first enable and then configure "Packet Type" parameter
User tries to modify the vectors state to "Mitigate" or "Detect Only" and configure the Packet Type in the same step
The vector should be put into "Mitigate" or "Detect only" states WITHOUT configuring "Packet type". Commit(Save) these changes. Navigate to vector again and then configure "Packet Type" if required
