Symptoms

If you have a published policy in /Common that is in use by a virtual server in a different partition, if you try to create and modify a draft of the existing policy, you will get an error like this: "01070726:3: Policy /Common/Drafts/test-policy in partition Common cannot reference policy reference /Common/Drafts/test-policy /test/test-vs in partition test" This happens in both the GUI and TMSH.

Impact

Inability to edit the published policy.
