If a Portal Access resource URL contains '?' (a question mark) inside the query part, it cannot be created. The URL is reported to be invalid.
Portal Access resource cannot be used.
Portal Access resource with URL containing a '?' inside query part, like this: http://example.com/some/path?aaa=?&b=vvv
Replace '?' with '%3F' inside the query part of the URL.
Now Portal Access resource URL can contain '?' inside query part.
