tmctl, pcap, and dashboard shows incorrect new connections.
A spike occurs that shows twice as many connections than are actually present.
-- TCP time wait is greater than one second. -- New connections counter on dashboard is a higher number than actual connections.
Change tcp time_wait to less than one second and new connections increment behavior is intermittent.
