Guest status posts the following message and never goes active: Waiting for software ISO image to become available.
Guest will never be created.
Multiple ISO images with the same version and build in /shared/images/ and tmsh show sys software image output.
Use tmsh or the GUI to delete all images of the version and build and then upload only one image of the desired version and build.
