When a connection closes, the connection closes before sending pending messages that might remain.
The unsent messages are dropped.
This occurs when a message-based connection closes while the connection still has pending messages. The connection closes (TCP FIN) while messages are waiting to be sent.

After upgrade to v15.0.0 and later. In versions earlier than v15.0.0, generic messages do not wait for all egress messages to be sent when closing a connection. In v15.0.0 and later, the system does not close the connection until all unsent messages have been egressed.
