Device Overrides copies from the default after changing a security policy rule.

Steps to Reproduce: 1. Edit an existing security policy in topology. 2. Choose create new and check device overrides. 3. Select a service chain in rule and save. Pages go to IR directly. 4. Go to next and deploy. Bigip got correct value. Got back to deployed topology, device overrides got copy from default.
In step 3, when it goes directly to IR, go back to the security policy and click Save and Next.
