The user interface is confusing.

On a high availability (HA) machine and creating and L3 or HTTP Service with AutoManage turned off and Create New mode set for 'From Service Config' or 'To Service Config'. Toggling to 'Use Existing' and back to 'Create New' will turn off some validation for Floating IPs if the user only changes the Self IP or Netmask.

The workaround is to edit either Floating IP field and its validation will be turned back on. Another workaround is to exit the HTTP/L3 Service creation and start a new Service Creation dialog.
