Symptoms

Can not create application with LTM objects used in Service Catalog application which was deleted by force-delete.

Impact

You are unable to use the LTM objects used in the Service Catalog to create a new application.

Conditions

This issue happens when Service Catalog application is deleted by API using force-delete, and the the device is reimported/rediscovered
