Symptoms

During reboot, BIG-IQ hangs. The following message is written repeatedly to the console: Totem is unable to form a cluster because of an operating system or network fault. The most common cause of this message is that the local firewall is configured improperly.

Impact

The BIG-IQ system will not reboot and has to be hard reset.

Conditions

This has been observed to happen when BIG-IQ is configured for High Availability with automatic failover, after a failover event has occurred.
