When BIG-IQ creates a tunnel on a managed device that belongs to a Device Service Cluster (DSC), it also adds the tunnel to that device's default route domain. But when BIG-IQ replicates the tunnel to the other devices within a DSC, it does not add the tunnel to the route domain for those devices.
If no further steps are taken, the next deployment to the cluster will fail.
Use BIG-IQ to add a tunnel to a BIG-IP device that is a member of a DSC.
Manually add the tunnel to the route domain of the other devices in the DSC.
